Capability

Certification, Compliance, Quality & Safety

Whether applying for a new operating certificate, contemplating changes, or simply running existing operations, airlines know certification management requires attention to regulatory details and a deep understanding of their own operations.

CAVOK has the proven expertise to help new and merging carriers gain certification and help clients certify major operational changes. CAVOK is proud to be one of the first designated Qualified Certification Consultants (QCC) of the Federal Aviation Administration. This FAA program identifies proven, trusted partners to assist with the certification of new Part 121 air carriers.

In fact, CAVOK has supported every major US carrier merger since 2008. Our methodical, well-orchestrated approach combines the efforts of the carriers, the FAA, and a team of CAVOK professionals to obtain the Single Operating Certificate (SOC).

CAVOK also offers a wide range of global services to help certificate holders resolve or prevent regulatory failures over non-compliance or quality lapses. We map potential issues, expose and define gaps, conduct risk assessments, design a strategy to resolve them, and execute the resulting plan.

The Situation

An established regional carrier, the client is one of the largest players in the US market.

With fleet expansion, the client asked CAVOK to:

  • Assist in adding a new aircraft make and model to the Air Operating Certificate for Entry-Into-Service.
  • Guide it through the FAA’s Major Change Process.

Approach

CAVOK developed a detailed project plan identifying major milestones as agreed upon with the carrier.

CAVOK’s unrivaled relationship with the FAA offices involved and our experience with the Air Operating Certificate for Entry-Into-Service sped up the client’s request.

CAVOK and the carrier met with the FAA to get agreement on the plan and a Schedule of Events (SoE).

Carrier stakeholders received weekly reports that identified risks, and monthly meetings were held with the FAA on the project’s status, the next steps and to review the schedule.

CAVOK provided advisory counsel, end-to-end monitoring, risk mitigation, and assistance in adding the aircraft into passenger operations.
